CARES Act CDBG Grant Allocations

LEGAL NOTICE CITY OF ROCHESTER NOTICE OF PUBLIC HEARING

Notice is hereby given that the Rochester City Council will conduct a PUBLIC HEARING on Tuesday, July 7, 2020 at 7 p.m. in City Council Chambers in the City Hall, 31 Wakefield Street, Rochester, New Hampshire, regarding the allocation of funds under the CARES Act for the FY 2021 Community Development Block Grant (“CDBG”)Annual Action Plan, which are funded through the U.S. Department of Housing & Urban Development (HUD). Funding available for COVID-19 preparation, prevention, and response is $149,714. Projects under preliminary consideration for the FY 2021 Annual Action Plan and FY 20-25 Consolidated Plan include but are not limited to: homeless shelter services, telehealth services, and meal delivery services. It is estimated that 100% of funding will serve low to moderate income residents.

Drafts of the Annual Action Plan and other official postings are posted to the City of Rochester’s Community Development webpage, which is available online at http://www.rochesternh.net/communitydevelopment-division. Citizens are invited to attend the above noted PUBLIC HEARING, to be conducted in City Council Chambers in City Hall, 31 Wakefield Street, Rochester, New Hampshire on the date and at the time noted above, and to ask questions and/or to otherwise speak on the proposed Action Plan and Consolidated Plan. Attention: Due to the ongoing situation with COVID-19, the City of Rochester will be taking extra steps to allow for public input during the public hearing while still ensuring participant safety and social distancing. For those attending, please note there will be no more than 10 people permitted in Council Chambers at one time. Those wishing to share comment with the Council are encouraged to do so by email (PublicInput@rochesternh.net) or by leaving a voicemail (603-330-7107). Voicemail must be received no later than 12:00 pm on said meeting date in order to be transcribed and email correspondence should be received no later than 5:00 pm of said meeting date. CITY OF ROCHESTER NOTICE OF PUBLIC COMMENT PERIODS

In accordance with federal regulations governing the use of Community Development Block Grant (CDBG) funds, public input will be solicited for 5 days, beginning on June 22, 2020, to comment on the proposed CDBG FY 2021 Annual Action Plan allocation of CARES Act funds. Draft CARES Act CDBG Summary: Based on a grant amount of $149,714, the following activities are proposed for use of CDBG
funds for July 1, 2020-June 30, 2021: Administration and Planning- $29,942.80; Public Services- $119,771.20. It is estimated that 100% of funding will serve low to moderate income residents.

Public Comment Period

The draft CARES Act CDBG allocations will be available for a 5-day public review and comment period beginning June 22, 2020, after which time all comments will be forwarded to the U.S. Department of HUD. Comments on the draft plans can be directed to Community Development Coordinator Julian Long via email to julian.long@rochesternh.net or via telephone to 603-335-7519.
