Regarding FY 2019-2020 CDBG Annual Action Plan

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Rochester City Council will conduct a PUBLIC HEARING on Tuesday, April 16, 2019 at 7 p.m. in City Council Chambers in the City Hall, 31 Wakefield Street, Rochester, New Hampshire, regarding the development and formulation of the City of Rochester’s FY 2020 Community Development Block Grant (“CDBG”) Program Annual Action Plan, which is funded through the U.S. Department of Housing & Urban Development (HUD). Projects under consideration for the FY 2020 Plan include: homeless shelter services, educational services, weatherization of low-income homes, child care center fire safety upgrades, library roof renovations, Gonic Pool Recreation Area improvements, downtown façade improvements, and land acquisition for a new homeless shelter site.

REGARDING CDBG 2020 DRAFT ACTION PLAN

In accordance with federal regulations governing the use of Community Development Block Grant (CDBG) funds, public input will be solicited for 30 days, beginning on March 20, 2019, to comment on the proposed CDBG Annual Action Plan. The CDBG Annual Action Plan identifies how the City plans to use the federal money during the next fiscal year to meet the goals and objectives that were approved by the City Council in the Five-Year Consolidated Action Plan FY 2015-2020. 

Draft FY 2020 Annual Action Plan Summary:  Based on an estimated grant amount of $247,041.45, the following activities are proposed for use of CDBG funds for FY July 1, 2019-June 30, 2020:  Administration and Planning- $49,408.29; Public Services- $37,056.22; Projects including Housing, Economic Development and Facilities/Infrastructure- $247,775.01 ($160,576.94, plus prior year CDBG funds). It is estimated that 77.8% of funding will serve low to moderate income residents.

Public Comment Period

The draft Annual Action Plan will be available for a 30-day public review and comment period beginning March 20, 2019, after which time all comments will be forwarded to the U.S. Department of HUD. A PUBLIC HEARING will be held on April 16, 2019 at 7 p.m. in Council Chambers at City Hall. Citizens are invited to attend this hearing to comment on the proposed Annual Action Plan.
