FY 2022 CDBG Annual Action Plan & FY 2021 CDBG Annual Action Plan Second Amendment

NOTICES OF PUBLIC HEARINGS

Notice is hereby given that the Rochester City Council will conduct two PUBLIC HEARINGS on Tuesday, December 15, 2020 at 6:30 p.m. in City Council Chambers in the City Hall, 31 Wakefield Street, Rochester, New Hampshire, regarding the development of the City of Rochester’s FY 2022 Community Development Block Grant (“CDBG”) Annual Action Plan and FY 2021 CDBG Annual Action Plan Second Amendment, which are funded through the U.S. Department of Housing & Urban Development (HUD).

Estimated funding available for FY 22 is $216,325 (with a 15% or $ 32,448.75 cap for non-construction public services). Projects under preliminary consideration for the FY 2022 Annual Action Plan include but are not limited to: homeless shelter services, substance abuse treatment and recovery services, affordable housing projects, and recreational parks and school improvements projects. It is estimated that 95% of funding will serve low to moderate income residents.

Funding available for COVID-19 preparation, prevention, and response is $146,576. Projects under preliminary consideration for funding include but are not limited to: homeless shelter services, youth afterschool programs, employment programs, and meal delivery services. It is estimated that 90% of funding will serve low to moderate income residents.

Citizens are invited to attend the above noted PUBLIC HEARINGS, to be conducted in City Council Chambers in City Hall, 31 Wakefield Street, Rochester, New Hampshire on the date and at the time noted above, and to ask questions and/or to otherwise speak on the proposed FY 2022 Action Plan and/or the FY 2021 Action Plan Amendment.

Attention: Due to the ongoing situation with COVID-19, the City of Rochester will be taking extra steps to allow for public input during the public hearing while still ensuring participant safety and social distancing. For those attending, please note there will be no more than 10 people permitted in Council Chambers at one time.  Those wishing to share comment with the Council are encouraged to do so by email (PublicInput@rochesternh.net) or by leaving a voicemail (603-330-7107).  Voicemail must be received no later than 12:00 pm on said meeting date in order to be transcribed and email correspondence should be received no later than 5:00 pm of said meeting date. All email and voicemail communications will be included with the Council packet as an addendum.
