FY 2023 CDBG Action Plan - Public Hearing and Public Comments Period

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Rochester City Council will conduct a PUBLIC HEARING on Tuesday, April 19, 2022 at 6:00 p.m. in City Council Chambers in the City Hall, 31 Wakefield Street, Rochester, New Hampshire, regarding the development of the City of Rochester’s PY 2022 CDBG (FY 2023) Annual Action Plan, which is funded through the U.S. Department of Housing & Urban Development (HUD).

Estimated funding available for PY 22 is $228,563 (with a 15% or $34,284 cap for non-construction public services). Projects under preliminary consideration for the PY 2022 Annual Action Plan include but are not limited to: homeless shelter services, adult education services, weatherization of low-income homes, and teen recreational area. It is estimated that 100% of public services funding will serve low to moderate income residents and 68% of all CDBG funding will serve low to moderate income residents.

Drafts of the Annual Action Plan and other official postings are posted to the City of Rochester’s Community Development webpage, which is available online at http://www.rochesternh.net/community-development-division.

Citizens are invited to attend the above noted PUBLIC HEARING, to be conducted in City Council Chambers in City Hall, 31 Wakefield Street, Rochester, New Hampshire on the date and at the time noted above, and to ask questions and/or to otherwise speak on the proposed Action Plan and Consolidated Plan.

NOTICE OF PUBLIC COMMENT PERIOD

In accordance with federal regulations governing the use of Community Development Block Grant (CDBG) funds, public input will be solicited for 30 days, beginning on March 28, 2022, to comment on the proposed CDBG PY 2022 (FY 2023) Annual Action Plan. The CDBG Annual Action Plan identifies how the City plans to use the federal money during the next fiscal year to meet the goals and objectives that are outlined in the FY 2020-2025 Consolidated Plan. 

Draft PY 2022 Annual Action Plan Summary:  Based on an estimated grant amount of $228,563 for PY 2022, the following activities are proposed for use of CDBG funds for July 1, 2022-June 30, 2023: Administration and Planning- $45,713; Public Services- $34,284; Projects including Housing, Economic Development and Facilities/Infrastructure- $148,566. It is estimated that 100% of public services funding will serve low to moderate income residents and 68% of all CDBG funding will serve low to moderate income residents.

Public Comment Period - The draft PY 2022 Annual Action Plan will be available for a 30-day public review and comment period beginning March 28, 2022, after which time all comments will be forwarded to the U.S. Department of HUD.
