Important Reminders – Winter Snow Removal

ROCHESTER, NH – Wintertime snow and ice can create difficulties for residents, businesses and travelers.  Please keep in mind a few important notes as City personnel work to ensure the safety of all our roads, sidewalks and public grounds.

The City of Rochester’s goal, through its Winter Operations – Snow Removal & Ice Control Policy is to provide timely, efficient and cost-effective winter maintenance, snow removal and ice control on the municipal roadways for the safety and benefit of the City's residents and the general motoring public.

Damage to Private Property

The City of Rochester’s right of way (ROW) is often confused by property owners as their own property. In most cases, the ROW often extends 10 to 20 feet on either side of the roadway. Homeowners often extend their lawns, place mailboxes, erect fences or stonewalls within the ROW, which may improve aesthetics, but hinders maintenance from being conducted on the public roadway or sidewalk.

Some damage might be expected within the ROW due to snow removal operations.  The City is not liable for damage to vegetation, road shoulders, driveways, or other improvements within the ROW.  However, in the event of personal property damage in the City’s ROW, the City of Rochester will review the damage. 

Placing Snow in the Public Ways

State Law and City of Rochester ordinances prohibit the placement of snow by any person onto a public way.  Specifically, no person shall plow or shovel snow onto a public roadway or sidewalk, nor plow snow across a public roadway to the opposite side snow bank.

Homeowners or businesses can be held liable for any damage resulting from the placement of snow onto a public way, and per City Ordinance can be cited for a $100 fine.

The City maintains nearly 175 miles of road and 45 miles of sidewalk each winter.  Your cooperation is greatly appreciated as we strive to maintain all the public ways for safe travel.
