In compliance with RSA 165, the Director of Welfare is the administrator of general assistance for individuals and families who may be poor and needy, and who may require emergency help. Requests may be made to this office through a written application process. All decisions are made free of bias, and in a strictly confidential manner. Eligibility is based on a financial review of basic needs. It is our mission to meet our legal obligations in a professional, thoughtful and cost effective manner for the people of Rochester.

NH Health and Human Services (sometimes called “State Welfare”) is a program that includes Food Stamps, TANF (Temporary Assistance for Needy Families), Medicaid, APTD (Aid for the Permanent and Totally Disabled), Title XX (Childcare), OAA (Old Age Assistance) and more. It is located at the community center in Rochester.

What is Fuel Assistance (FAP) and how do I apply for it?
The Community Action Program coordinates the winter Fuel Assistance Program. This program helps families and individuals with low income to pay for their heat during the winter months. Potential recipients must be found eligible within the poverty guidelines set by HUD. Residents can begin calling for an appointment to apply beginning early October. Residents are encouraged to apply early, as appointments can be 1 month out from the initial call.

Health Care program targeting the homeless and uninsured. Is there a Christmas program for children in the City of Rochester?
The Rochester Firefighters (Rochester, Gonic, and East Rochester) operate a program called the “Toy Bank.” Any Rochester family in need may apply for their children from age 1 to 14. Gifts are distributed at a Christmas party held at the Community Center. The City Welfare Department will accept applications at the welfare office during the months of November and December.
