DIRECTORY OF CITY OFFICERS AND DEPARTMENT HEADS
The Rochester Arena is a safe, clean, comfortable, and professionally managed facility providing competitive and recreational ice skating and other recreational opportunities for all interested users at affordable rates.
The purpose of the Assessing department is to develop, through an annual appraisal process, equitable assessments for all properties within the City. This assures that each taxpayer pays only their fair share of the annual tax levy of the City.
The Department of Public Buildings and Grounds is the "property management" arm of the City of Rochester. We are responsible for the maintenance of City owned buildings and grounds, custodial service for all City buildings, renovations of City owned facilities, and management of the Adopt-A-Spot and the Adopt-A-Basket programs. The School Department is responsible for maintaining its own facilities.
It is the mission of the Finance Office to administer the financial resources of the City in a safe, fair, accurate and professional manner to meet all areas of fiscal responsibility, including compliance with federal, state and local laws and generally accepted accounting principals. The Finance Office makes timely reports of the performance and financial position of the City to the Council, management, the investment community, debt underwriters, and rating agencies.
The mission of the City Clerk's Office is to provide for the administration of federal, state, and local statues, register voters and conduct elections, maintain official municipal records, and issue various licenses (e.g. marriage and dog), certificates (e.g. birth and death), and other documents.
The City Manager serves as the Chief Executive of the City Government and is responsible for the day to day supervision and direction of most City Departments. The City Manager is appointed by the City Council on the basis of his/her qualifications and serves at their pleasure. In addition, the City Manager serves as chief policy advisor to the Council and represents the interests of the City in dealing with other Cities, and the State and Federal governments.
The Office of Code Enforcement strives for pro-active enforcement of all national codes, State regulations, and City ordinances as adopted through NH State Statutes and mandated by City Zoning and Building regulations. This includes building, plumbing, mechanical, electrical, life safety, and property maintenance codes, the regulation of food service establishments, and investigating citizen complaints relative to rental housing.
This Department, reporting directly to the City Manager, is responsible for the Economic Development functions of the City. This includes business and industrial development and retention, downtown redevelopment and marketing Rochester as an attractive place to live and work.
The primary mission of the Rochester Fire Department is to provide a range of programs and services designed to protect and maintain the quality of life within the City of Rochester through Fire Prevention, Fire Suppression and Rescue activities.
The Human Resource Department serves management and employees by interpreting, implementing and updating policies and procedures, keeping the City in compliance with federal and state employment laws, administering benefits, and improving communication. It is our goal to ensure that highly qualified individuals are recruited, developed and retained to provide an effective, professional City workforce.
The Rochester Public Library provides all members of the community with free access to information and materials that can be used to fulfill their educational, intellectual, cultural and recreational needs. The library also provides meeting rooms and display space to individuals and organizations who can help the library fulfill its mission of providing access to information.
The MIS Department plans, develops, maintains and coordinates information for government and general customer uses. The majority of customers are internal City departments with PC hardware or software, networking, or mapping related questions or needs. General public customers usually have questions or concerns about property and City maps.
The Department of Planning and Development is responsible for coordinating the physical development and redevelopment of Rochester. This Department administers the Community Development Housing Rehab and JOB Loan programs and provides staff support for the Planning Board, Zoning Board, and the Historic District and Conservation Commissions.
The prime mission of the Rochester Police Department is the protection of life and property. This is accomplished through fair and equal enforcement, always keeping in mind the rights and dignity of the public. The basis of all police action is the law and the credibility of the agency. The measure of our service will be judged by the public in the way we deliver our service. We will hold all personnel to a high level of ethical practices.

This mission will be achieved through crime prevention, public relations, and community policing.
The Public Works Department, comprised of the Highway, Water and Sewer divisions, has responsibilities that include snow removal and the construction and repair of city streets, sidewalks, water, sewer, and storm water systems.
The Department of Recreation, Arena & Youth Services (RAYS) is committed to providing recreational and community programming aimed at enriching the quality of life in Rochester. We strive to maintain meaningful connections with the community by providing programs, services and facilities that foster a healthy community.
The mission of the Rochester School Department is to ensure quality educational experiences.
It is the mission of the Tax Collector's Office to collect all funds due the City of Rochester while serving customers in a professional and courteous manner. The Tax Collector's Office collects all funds due the City of Rochester through property taxes, water and sewer user charges, automobile registration fees, and other revenue from all City departments.
In compliance with RSA 165, the Director of Welfare is the administrator of general assistance for individuals and families who may be poor and needy, and who may require emergency help. Requests may be made to this office through a written application process. All decisions are made free of bias, and in a strictly confidential manner. Eligibility is based on a financial review of basic needs. It is our mission to provide quality assistance to those in a difficult circumstance, and to do so in a financially responsible manner for the taxpayers of the City.
